Doug Pierce Brings Decades of GIS Expertise to the Inland Port

The Utah Inland Port Authority is pleased to welcome Doug Pierce, Geospatial and Financial Data Administrator, whose career spans more than 30 years of technical leadership and public service.

Before joining the Inland Port, Doug served as the GIS Administrator for Layton City for over three decades. In that role, he oversaw every aspect of the city’s GIS system and played a critical role in managing 911 GIS operations for both Layton City and Davis County—work that required precision, reliability, and deep institutional knowledge.

Doug holds a Bachelor’s degree in Geography from Weber State University, complemented by minors in Geospatial Analysis, Geology, Urban Planning, and History. His academic foundation, paired with decades of hands-on experience, positions him to support complex data needs across the Inland Port’s statewide project areas.

“Doug brings an exceptional level of technical expertise and public-sector experience to our team,” said Ariane Gibson, CPA, Finance Director at the Utah Inland Port Authority. “His deep understanding of geospatial data and its real-world applications strengthens our ability to make informed, transparent, and strategic decisions as we continue to grow.”

Doug’s background in GIS, emergency services support, and municipal operations adds valuable capacity to the Authority’s data-driven approach to infrastructure planning, finance, and long-term development.
