Ryan Starks to Serve as Governor’s Board Appointee and Abby Osborne as Vice Chair
SALT LAKE CITY, UT (February 28, 2023) — Last night, the Utah Inland Port
Authority (UIPA) announced the appointment of Ryan Starks as its newest
board member. Starks was selected as the Governor’s appointee per HB443,
which passed in the 2022 legislative session, and was sworn in by a public
notary at Monday night’s board meeting. In addition to Starks’ appointment, the
UIPA board named Abby Osborne as the new vice chair. UIPA board members
are committed to supporting UIPA efforts to provide connection and economic
opportunities through logistics for Utah residents.
Starks brings a wealth of experience to the UIPA board and was recently
appointed as executive director of the Governor’s Office of Economic
Opportunity by Governor Spencer J. Cox on Jan. 12, 2023. In this role, Starks
is responsible for overseeing Gov. Cox’s vision of providing economic
opportunities for all Utahns. The Office of Economic Opportunity strives to
foster business, industry and community growth in Utah through a range of
financial incentives and grant programs. It also promotes innovation,
entrepreneurship and responsible tourism, while supporting targeted industries
and building a strong, diverse workforce.

UIPA board member Abby Osborne was selected to fill the role as board vice
chair. Osborne currently serves as the Utah House of Representatives Chief of
Staff and has sat on the UIPA board since June 2022. Osborne has extensive
leadership and experience with both business and legislative processes, which
have proven instrumental in driving UIPA’s strategic priorities forward.
