Willard City Joins Golden Spike Project Area

The Utah Inland Port Authority (UIPA) Board has approved the addition of 178 acres in Willard City to the Golden Spike Project Area.

Willard City passed Resolution 2025-10 in June, requesting inclusion in the Golden Spike Project Area. The proposed district is strategically located between Interstate 15 and the Union Pacific mainline. This industrial area is positioned in between Weber and Box Elder County labor sheds and creates opportunities for new industrial and logistics growth.

The expansion builds on earlier amendments in Unincorporated Box Elder County, Brigham City, Tremonton, and Garland, reflecting the region’s coordinated efforts to attract investment, diversify tax revenues, and strengthen Northern Utah’s logistics network. With this amendment, the project area now encompasses multiple cities across Box Elder County, each positioned to support high-value manufacturing, distribution, and agricultural industries.

“The addition of Willard City enhances the Golden Spike Project Area’s ability to serve as a regional logistics hub while supporting local economic development priorities,” said Stephanie Pack, AVP of Regional Project Area Development for the Golden Spike Project Area.

The Golden Spike Project Area was originally approved in August 2023, with its first amendment adopted in October 2024. This second amendment represents another step forward in building long-term infrastructure, job growth, and sustainable economic opportunities in Northern Utah.

“It’s been an initiative of the City Council and myself and the community to help drive in more economic development,” said Willard City Mayor Travis Mote at UIPA’s board meeting on November 12. “I think it’s important to us to be able to develop that area and make it suitable for those land uses, particularly for the industrial piece.”
