Chief Operating Officer
Jill Flygare serves as the Chief Operating Officer at Utah Inland Port Authority (UIPA), overseeing office and financial operations, contract development and negotiations, and the development of data sets and reporting. Additionally, Flygare works to establish policy and procedures and serves as UIPA’s legislative liaison.
Prior to joining UIPA in 2019, she worked as managing director of internal operations in the Governor’s Office of Economic Development for three years. In this role, she oversaw the compliance and finance teams and worked to reorganize systems for optimization. Additionally, Flygare worked on the Inland Port Feasibility Study, assisted in data collection and reporting on the Economic Development Strategic Plan, and staffed both the Inland Port Authority and Point of the Mountain boards.
Flygare also has experience as the finance director in the state’s Department of Heritage and Arts, where she oversaw the annual budgeting and planning process. Additionally, she worked as a policy and budget analyst for four years in the Governor’s Office of Planning and Budget, currently known as the Office of Management and Budget. She contributed to projects such as Governor’s budget recommendations, balancing the state’s budget, and budget summaries of appropriations from each legislative session.
A member of the Association of Government Accountants (AGA), Flygare also served as president of the organization in 2017 and has her CGFM (Certified Government Financial Manager). She also currently serves on the Multicultural Commission and Columbus Community Center boards.
Flygare’s background also includes a focus on education, both as a teacher and a life-long student. She taught four classes at the University of Utah and earned three degrees from the institution: a bachelor’s in secondary education and two master’s in education and public administration. She also has a Master Certification of Accounting from the University of Phoenix.
