UIPA Board Considers Amendment to Support Local Solar Development in Beaver County

The Utah Inland Port Authority (UIPA) Board is scheduled to vote on a proposed amendment to the Mineral Mountains Inland Port Project Area that would remove approximately 920 acres from the Milford Zone. This adjustment, requested by Beaver County, is intended to support the development of the Milford Solar II project, a utility-scale solar installation that will proceed under a Community Reinvestment Area (CRA) established by the county.

Beaver County has been engaged with the Milford Solar project for several years, and this next phase—Milford Solar II—aligns more closely with the county’s longstanding approach of managing solar development through local CRA tools. The first phase of the Milford Solar project was handled similarly, and this continuity ensures a streamlined process consistent with past successes.

“From the start, our approach has been to respect and support local strategies,” said Danny Stewart. “We work hand-in-hand with each community to determine whether UIPA’s tools or local redevelopment agency tools are the better fit. In this case, Beaver County determined that a CRA structure was best suited for this project.”

The Mineral Mountains Project Area, approved in 2023, spans more than 25,000 acres across three zones—Beaver City, Minersville, and Milford—and is designed to promote long-term rural economic growth through strategic logistics, energy, and industrial investments. The Milford Zone, which serves as the project’s energy and logistics hub, already hosts significant renewable infrastructure, including solar, geothermal, and rail assets.

This amendment reflects UIPA’s commitment to flexibility, community-led planning, and fostering clean energy innovation in partnership with local leaders. If approved, the project area adjustment will allow Beaver County to move forward with Milford Solar II under their established CRA process, while UIPA continues supporting complementary infrastructure and development in the remaining Mineral Mountains zones.
