Twenty Wells

The Twenty Wells Project Area is a proposed development in northern Tooele County.

The project area totals 650 acres and is located entirely within the boundaries of Grantsville City. Utah state route 112 cuts through the project area with access to Interstate 80 facilitated through state routes 138 and 179 (Midvalley Highway).

Milestones

On September 3, 2023, the City Council of Grantsville City formally passed a resolution, consenting to and requesting the establishment of a UIPA Project Area within the boundaries of Grantsville City.

On March 16, 2026 during a public board meeting, the UIPA board approved Amendment #2 of the Twenty Wells Project Area Plan & Budget, which added an additional 155 acres to the project area.
On May 20, 2024 during a public board meeting, the UIPA board approved Amendment #1 of the Twenty Wells Project Area Plan & Budget. This amendment expanded the project area to include the Broken Arrow zone, which is approximately 150 acres.

In 2024, the Surface Transportation Board approved Savage Tooele Railroad Company to build and operate an 11-mile rail line in Tooele County connecting Lakeview Business Park in Grantsville to Union Pacific’s mainline, with projected benefits including the avoidance of up to 30,000 truck trips annually by year seven. In 2025, the Savage Tooele Railroad opened as Utah’s first new short-line railroad in more than a century, supported by a $10 million loan from UIPA’s Authority Infrastructure Bank and providing the Tooele Valley and Twenty Wells project areas with direct, efficient access to the national rail network.
