Since celebrating the historical Clean Ports Program (CPP) grant award for Climate and Air Quality Planning (CAQP) activities and Zero-Emission (ZE) Technology Deployment from the Environmental Protection Agency (EPA), the Utah Inland Port Authority has worked diligently to address potential hurdles due to administrative changes and continue to move this project forward.
In accordance with respective executive orders signed by President Trump since taking office, federal agencies, including the EPA, have been taking steps to examine their respective programs and policies to reflect the goals of the directives issued so far.
UIPA received written confirmation from their EPA Project Officer in late February that the EPA worked expeditiously to enable payment accounts for both Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA) grant recipients. Earlier this month, UIPA’s Board Chair was assured by EPA Administrator Lee Zeldin that the Clean Ports Program funding that had been awarded to UIPA and the Utah Division of Air Quality (UDAQ) would not be impacted by the temporary pause to disbursement of federal assistance required by the Office of Management and Budget (OMB).
Since receiving such assurance, UIPA has moved forward in implementing their CPP CAQP project, titled “Salt Lake Inland Port Clean Air Plan” or “SLIPCAP”. Two time-delimited, in-house positions in support of this project have been posted for an Emissions Inventory Analyst and a Community Engagement Manager. These positions are contingent on and for the duration of the CPP CAQP activities for the SLIPCAP project, estimated to be approximately three years.
The Emissions Inventory Analyst will oversee the implementation of the baseline emissions inventory process for the Salt Lake City Intermodal Terminal (SLCIT), working in concert with the planned contractor to report progress, ensure program milestones are met and that appropriate procedures/controls are in place. The Community Engagement Manager will have a particular focus on overseeing community engagement activities, working on engagement activities including the creation of a formal process to gather input from near-port communities and other stakeholders as well as the implementation of the Near Port Community Steering Committee.
