Utah Inland Port Authority Applauds Lakeshore Learning’s Ribbon-Cutting in Golden Spike Project Area

SALT LAKE CITY – The Utah Inland Port Authority (UIPA) celebrated the June 18 ribbon-cutting for Lakeshore Learning’s new distribution center in Garland, Utah—the first developed parcel within the Golden Spike Project Area.

Established in August 2023 and expanded in October 2024, the Golden Spike Project Area spans Garland, Brigham City, Tremonton, and Box Elder County. This area is designed to unlock industrial development and attract high-value employers to rural northern Utah.

Lakeshore Learning’s new facility represents a significant investment for the community and is expected to create between 500 and 550 jobs. Construction began in late 2023, with Millstream Partners delivering the 1.2 million-square-foot building earlier this year.

Support from UIPA and the City of Garland, including a property tax rebate and a performance-based incentive approved in late 2024, helped ensure the project moved forward.

“This is exactly the kind of meaningful development we envisioned when the Golden Spike Project Area was created,” said Stephanie Pack, Associate Vice President for Regional Project Area Development at UIPA. “It’s a model of how rural communities, local leaders, and the Port Authority can work together to bring long-term economic value to Utah.”

Looking Ahead

With the Golden Spike Project Area now officially activated, UIPA is working to attract additional developments, including cold storage, steel fabrication, and rail-served logistics operations. Future projects will benefit from the same proven model of public-private collaboration and thoughtful incentive structuring that helped make Lakeshore Learning a success.

UIPA extends its congratulations to Lakeshore Learning, Millstream Partners, Garland City, and Box Elder County—and looks forward to continued progress in building a stronger, more connected rural Utah.
