We are excited to discuss how our initiative, the Port Project Area, can create high-paying job opportunities for businesses and mutually benefit your students and the community. 

The 4 part process we follow
when establishing a UIPA project area

The Utah Inland Port Authority works in partnership with municipalities and counties throughout the project area process.

1. Resolve

A municipality or county can request UIPA commence work on drafting a project area plan. The municipality or county adopts a project area resolution in a public meeting.

2. Draft

UIPA staff work with the municipality or county to develop a project area plan or amend a project area plan for the UIPA board to review in at least 2 public UIPA board meetings.

3. Adopt

The UIPA board may adopt a project area or project area amendment in a public meeting.

4. Build & Measure

This phase will take 25 years to complete. During this phase, construction, development, and recruitment will occur in the project area. Project area budgets are annually prepared and adopted by the UIPA board. In addition, project area KPIs are reported and shared.

Tax Differential

The creation of the Port Project Area has significant implications for property taxes within the designated area:

Base Property Tax Freeze: The project area will freeze the base property tax at its current level.

Increment or Differential: Over a period of 25 years, the increase in property tax revenue (known as the increment or differential) will be divided as follows:
    • 75% will be allocated to the Utah Inland Port Authority for reinvestment in the project area.
    • 25% will be passed through to the taxing entities, including the school district.

School District's Portion:

Projections of the differential can be approximated based on each Project Area’s plan. Please note that this is an estimate and may vary based on future property tax assessments and developments within the Port Project Area.

Partnership and Transparency:

Our goal is to be transparent and collaborative partners with the school district. We understand the importance of education in your community and are committed to working together for the benefit of all stakeholders.

Enhancing Educational Experience:

We have had discussions with some school districts about including internships as a condition for post-performance incentives. We are open to exploring ways to enhance the educational experience of your students and align workforce training with the needs of the community.
