UIPA Completes Baseline Study and Preferred Scenario Recommendations for the Northwest Quadrant

UIPA, together with Salt Lake City, conducted a Baseline Study of the Northwest Quadrant to understand existing conditions within and adjacent to UIPA’s jurisdictional land and the potential impacts of current development trends on adjacent Westside communities.

The study included an analysis of traffic conditions, roadway maintenance, traffic and pedestrian safety, freight, rail, transit, environmental conditions, air quality, water usage and quality, Westside community health conditions, current zoning, and economic conditions.

The Baseline Study concluded with two community open houses to present the study findings and seek feedback on opportunities and Preferred Scenario Recommendations for future investments.

Following the open houses, the recommendations were refined and include priority investments and policies as well as long term considerations and tracking metrics to monitor ongoing progress.

The investment actions support environmental, community and health, economic development and transportation concerns that were identified as part of the Baseline Study.

The Baseline Study and Preferred Scenario Recommendations were presented to the UIPA Board and Salt Lake City Council in March 2026.
